How We Rank Childcare Centres

Our methodology is transparent, independent and consistent across every suburb. No centre can pay to appear in our rankings or improve their position.

Our independence pledge

top3elc.com.au does not accept payment, sponsorship, or any form of compensation from childcare centres, operators, or affiliated businesses to appear in our rankings, receive a higher position, or be featured more prominently.

Every ranking is determined by the same criteria applied consistently across all suburbs. Centres cannot influence their position through any commercial arrangement.

Five criteria, one holistic assessment

Every childcare centre we review is assessed against five criteria. Our rankings reflect a holistic assessment that considers how all five factors interact — not a simple numerical formula.

We deliberately do not publish a scoring formula or individual weightings. This is to prevent gaming — we want centres focused on genuinely improving quality for children and families, not optimising for a score. Our editorial team makes a judgement call for each suburb based on the totality of the evidence available.

🏅 NQS rating from ACECQA

The National Quality Standard (NQS) is Australia's official quality benchmark for early childhood education services. It is independently assessed by state and territory regulatory authorities under the oversight of ACECQA (Australian Children's Education and Care Quality Authority).

The NQS assessment covers seven quality areas: educational program and practice, children's health and safety, physical environment, staffing arrangements, relationships with children, collaborative partnerships with families and communities, and governance and leadership.

Centres are rated as Exceeding NQS, Meeting NQS, Working Towards NQS, or Significant Improvement Required. We weight NQS as our primary ranking factor because it is the only assessment conducted by independent, qualified assessors who physically visit the centre and observe practice over multiple days.

💬 Parent reviews and satisfaction

We aggregate parent reviews from multiple platforms — Google Reviews, KindiCare, and CareForKids — to build the most complete picture of parent satisfaction available. No single platform tells the whole story.

We look at both the overall rating and the volume of reviews. A centre with a 4.9 rating from 50 reviews carries more weight than one with a 5.0 from 3 reviews. We also read individual reviews to identify consistent themes — educator quality, communication, settling-in support, and food quality are common differentiators.

Where a centre has a KindiCare score (their 10-point scale), we note this as an additional data point. KindiCare's algorithm factors in NQS ratings, parent reviews, and operational data.

💰 Fee transparency and value

All fees cited on top3elc.com.au are verified against the Starting Blocks government database maintained by the Australian Government Department of Education. We cross-reference with centre websites where possible.

We assess fee transparency — what is and isn't included in the daily rate. A centre charging $160 per day with all meals, nappies, excursions and programs included may represent better value than one charging $130 with meals and nappies as extras.

We note CCS (Child Care Subsidy) approval status for every centre, as well as Free Kinder eligibility under the Victorian Government's funded kindergarten program. Fee alone does not determine ranking — transparency and value-for-money matter more.

📋 Program quality and educational approach

We consider each centre's curriculum framework and educational philosophy — Reggio Emilia, Montessori, play-based learning, nature pedagogy, and others. No single approach is inherently better; what matters is how intentionally it is implemented.

We assess educator qualifications where publicly available, the breadth of enrichment programs offered (arts, music, movement, language, STEM), and the quality of indoor and outdoor learning environments.

School readiness programs, integrated kindergarten offerings, and partnerships with local schools are also considered, particularly for centres serving 3 to 5-year-olds.

🕐 Practical factors

Operating hours, location accessibility, and capacity all play a role. A centre that opens at 6:30am versus 8:00am serves a fundamentally different family demographic.

We note vacancy availability where visible, though this changes frequently and families should always contact centres directly. Waitlist practices and booking flexibility are mentioned where relevant.

Operator type (private, not-for-profit, community-run) is recorded as context but does not directly influence ranking. Quality exists across all operator types.

Our editorial process

Identify all centres

We start by identifying every long day care centre in the suburb using the ACECQA register via Starting Blocks.

Gather data

For each centre, we collect NQS ratings, fees, parent reviews from all platforms, program details, and practical information.

Assess and rank

We apply our five-criteria methodology to determine the top 3. In suburbs with fewer than 3 long day care centres, we rank only those available.

Write editorial review

Each editorial guide includes verified data, attributed parent quotes, our independent editorial take, and practical information like phone numbers and directions.

Verify and publish

All data is verified before publication. Fees are confirmed against Starting Blocks. NQS ratings are confirmed against ACECQA. Guides note the date of last update.

Monitor and update

We monitor for NQS re-assessments, fee changes, and new parent reviews. Guides are updated when material changes occur.

Common questions about our methodology

Can a centre pay to be ranked higher?

No. We do not accept payment, sponsorship, or any form of compensation from centres. Rankings are determined entirely by our published criteria.

Why is NQS so important in your assessment?

NQS is the only criterion assessed by independent, qualified government assessors who physically visit the centre over multiple days. It covers educational programs, health and safety, staffing, physical environments, and governance — making it the most rigorous and comprehensive quality measure available in Australian early childhood education.

What about centres that are new and don't have an NQS rating yet?

New services receive a Provisional classification until their first formal assessment. We can still rank these centres based on parent reviews, operator track record, program quality, and fee transparency. We clearly disclose the Provisional status in our review.

How often do you update rankings?

Editorial guides are reviewed whenever material changes occur — such as a new NQS assessment, significant fee changes, or notable shifts in parent reviews. Each guide displays its last updated date.

Why only top 3?

Three is enough to give families a meaningful shortlist without overwhelming them. Our goal is to narrow the field, not list every option. We recommend families tour their top 2 to 3 choices in person before deciding.

Do you visit centres in person?

No. Our editorial reviews are desk-based, drawing on publicly available data sources. The ACECQA assessment process involves physical site visits by independent assessors — we rely on their professional assessments as the primary quality indicator.
