Noriter Bilingual Early Learning (Exceeding NQS, $150.00/day) is first: September 2026 brought it Exceeding across all seven quality areas. Discovery Tree Early Learning Centre (Exceeding NQS, $176.00/day) ranks second, and Little Blessings ELC (Meeting NQS, $142.00/day) third. Each rate applies at every age, per Starting Blocks on 20 October 2026.

Noriter opened its Clayton South centre on Haughton Road in 2018, licensed for 42 children over three rooms from six weeks to five years. It describes itself as a small family-operated business. Noriter's Springvale service at 2 Young Street is a different centre, listed on our Springvale page.
The program is bilingual, with Korean stories, music and the ELLA language program, and the centre draws on Reggio Emilia. Bush Kinder, Little Sports Heroes, yoga and mindfulness are part of the week. The centre's chef makes breakfast, morning tea, lunch, afternoon tea plus a late-afternoon snack, and no refined sugar goes into the recipes.
September 2026 brought Exceeding in every quality area, after a January 2023 Exceeding in which one area, relationships with children, had been rated Meeting. The approval has stayed with the same provider since 2018 and carries no conditions. Its funded kinder, open to three- and four-year-olds, is led by a degree-qualified teacher; the site states Free Kinder covers both years from 2026.
A full day costs $150.00 and a half day $120.00 at any age, and its eight Starting Blocks inclusions take in nappies and excursions. Families join through an online waiting list, with a $75 administration fee on acceptance. Opening is at 7:30am, thirty minutes after Discovery Tree and Little Blessings.
Our take
No Clayton South long day care service has a fresher rating, and none other has every area above the standard, which puts Noriter clear of the field on our first criterion: its assessment is 31 months fresher than Discovery Tree's. It is also $26 less per day than Discovery Tree for an identical list of eight inclusions. The trade-offs are size, at 42 places, and doors that open only at 7:30am. Its 4.8 from 25 reviews agrees with the result.
Best for: Families drawn to a small bilingual centre with Korean stories and music, Bush Kinder plus a sugar-free kitchen, who can drop off from 7:30am.

Children's health and safety: Meeting · Physical environment: Meeting · 5 areas Exceeding
Regulatory detail and operational conditions
Exceeding in five of seven quality areas, with health and safety and the physical environment at Meeting; it had held Meeting in February 2019. Two conditions attach to its approval: climbable or movable equipment kept 1.9m or more from the boundary fencing, and an invitation for regional office staff to watch an emergency evacuation rehearsal.

Capacity
76 children
Discovery Tree's main building at 543 Clayton Road takes up to 76 children from six weeks to four years. That age range is a design choice, not an entry barrier: the centre runs through to three-year-old kinder, and four-year-olds move to the same operator's stand-alone kinder campus at 545 Clayton Road, a separate service listed below.
The three-year-old Banksia room has its own early childhood teacher, and the operator calls itself a proud provider of the state's Free Kinder initiative. Children visit Clayton South Primary School for art and Spanish lessons, kinder groups have two excursions and two incursions a year, and four meals a day are prepared on site.
Its February 2024 assessment lifted it from Meeting (2019) to Exceeding: five areas went beyond the standard, while health and safety and the physical environment stayed at Meeting. The approval has belonged to the same family-owned operator since January 2018, and two conditions written into it cover fence clearance and an evacuation rehearsal.
Priced at $176.00 for every age, up 4.14% from $169 in July 2025, it carries eight inclusions on Starting Blocks. Each band had casual and permanent vacancies through the week. Its phone line is shared with the operator's other two services nearby.
Our take
Second place rests on its Exceeding rating, which places it above both Meeting centres whatever the price; against Noriter it is 31 months older. Its fee tops the other two by $26 to $34 a day, but it is the only one whose listing breaks openings down by booking type and band, and its 4.8 across 56 Google reviews is the largest sample among the three. Plan for the move to the kinder campus at four.
Best for: Parents of babies and toddlers wanting a place they can book now, a teacher-led room for three-year-old kinder, and a sister campus for age four.

Little Blessings has 33 approved places at 1 Milton Avenue, fewer than either other ranked centre. Babies up to age two share a nursery, two-year-olds have their own room, and the kinder room covers ages 3 to 5. Hours are 7:00am to 6:00pm, with closures on public holidays and for a fortnight over Christmas.
The kinder program is government funded through Victoria's integrated kinder arrangement with a graduate early childhood teacher in charge; the centre says eligible families pay nothing for up to fifteen weekly hours. Days include story time, phonics play, early numeracy and nature and science activities, and parents get updates through the OWNA app.
The approval changed hands on 25 October 2024, and the new provider was first assessed in July 2025, scoring Meeting on every quality area, the level the previous provider had reached in August 2022. The register lists no conditions. Its website describes care exceeding the National Quality Standard, which does not match its Meeting rating.
Little Blessings charges $142.00 at every age, less than either other ranked centre. All meals and snacks are provided, but nappies are disputed: Starting Blocks counts them among eight inclusions, while the centre asks parents to send a labelled daily supply. Starting Blocks shows general availability, while the centre advertises immediate placement.
Our take
Little Blessings ranks third because its rating is Meeting, below the two Exceeding centres; its rating is 23 months newer than that of Starfish, the other Meeting service. It is $8 a day under Noriter and $34 under Discovery Tree, and 5.0 from 39 is the highest Google score of the three, though reviews did not decide its place. Settle the nappies question before you budget.
Best for: Budget-conscious households after a small, family-run centre with integrated funded kinder, with a place available straight away.
Starting Blocks lists these full-day prices as of 20 October 2026; none varies by age band, and the subsidy is available at all three. Each lists eight inclusions, though Little Blessings' website asks parents to bring nappies that Starting Blocks counts as included.
Childcare fees vary by age group. The rates shown may reflect different age bands at different centres, so confirm the rate for your child's age directly with each centre.
Each ranked centre here charges one daily price regardless of age: $142.00 at Little Blessings, up to $176.00 at Discovery Tree. Clayton South, postcode 3169, is a City of Kingston suburb, distinct from Clayton, whose 3168 services are ranked on their own page.
Starting Blocks records twelve services here. Six are flagged long day care; the others are two standalone kindergartens plus four services for primary schoolers outside class time. One of the six, Discovery Tree Kindergarten, enrols only children in the year before school, so it cannot serve a family across the early years and is listed separately below. A second Discovery Tree centre carries the Springvale name but is registered in Clayton South, and is still awaiting its first rating.
That leaves four rated centres to compare. Two hold Exceeding and two hold Meeting, and no same-level pair falls inside our twelve-month tie window, so rating level and assessment date set the whole order. On Starting Blocks, three of the four show eight inclusions.

Clayton South 3169 belongs to Kingston council, while neighbouring Clayton 3168 belongs to Monash. Services can carry a nearby suburb's name, so check the registered address.
Child Care Subsidy
The ranked trio are CCS approved. Your percentage is worked out from household income and hours of approved activity; the government sends it straight to the provider.
Kinder at three and four
Noriter and Little Blessings run funded kinder within their care hours. Discovery Tree's main building covers the three-year-old year, then children move to its separate four-year-old campus.
A Provisional centre nearby
Discovery Tree Springvale, on Westall Road, is registered in Clayton South but has not yet been assessed. Its website describes an Exceeding rating that neither Starting Blocks nor the national register shows.
Other services in Clayton South worth knowing about
Starfish Early Learning Centre Clayton South
48 Kallay Street, 98 places, $152.00 a day with six inclusions. Assessed 23 months before Little Blessings, so it ranks below it. Its three approval conditions cover fence clearance, an evacuation rehearsal and a cap of 16 non-walking infants on level one.
Discovery Tree Springvale
Despite its name, this centre is at 53-57 Westall Road, Clayton South 3169. Provisional and still unassessed (re-checked on Starting Blocks 21 October 2026). Rating level and date come first in our method, and it has neither to compare. $176.00 a day, 104 places. Its approval carries three conditions: nothing placed where a child could climb a fence, with play equipment positioned to satisfy the AS 4685 fall-zone requirements; an expert such as a fire safety adviser to observe and report on its first evacuation rehearsal; and that report sent to the regulator's regional office within seven days.
Discovery Tree Kindergarten
545 Clayton Road. A stand-alone campus for four-year-old kinder only, with 22 places, so it is not ranked as long day care. It serves as the operator's kinder for children turning four at its 543 Clayton Road centre.
Clayton South Kindergarten and Westall Kindergarten

Youth Leadership Victoria Clayton South, St Andrew's OSHC, Camp Australia Clarinda Primary School OSHC and Westall PS TheirCare

Frequently asked questions
Which Clayton South long day care centre has the newest rating?
Noriter Bilingual Early Learning on Haughton Road, rated Exceeding in all seven quality areas in September 2026. No other long day care service in Clayton South holds a more recent rating.
Does Discovery Tree Early Learning Centre take four-year-olds?
Not at 543 Clayton Road, which takes children from six weeks to four years. Four-year-old kinder runs at the operator's separate kinder campus at 545 Clayton Road, meaning children can remain with one operator until school.
Are nappies included at Little Blessings?
The sources disagree. Starting Blocks lists nappies among its eight inclusions, but the centre's parent information asks families to provide a labelled daily supply. Confirm which is right before you compare costs.
Is Clayton South the same as Clayton?
No. Clayton South is postcode 3169 in the City of Kingston; Clayton is 3168 in Monash. Each locality is ranked separately, and no centre here appears on the Clayton page.
Is Exceeding the top NQS rating?
Exceeding is the strongest outcome of a routine assessment. ACECQA also awards Excellent, separately and only on application, and fewer than 1% of services hold it.
