The centre takes its name from the Boonwurrung and Woi wurrung (Wurundjeri) word for "rainbow", a fitting name for a centre that has served the culturally rich Footscray community for decades. It operates as a not-for-profit service governed by a parent committee, giving families direct input into how the centre is run. The building itself received $50,000 in improvements through the 2020-21 Building Blocks Improvement Grant.

The educational program is governed by the practices and principles of the National Quality Framework and the Early Years Learning Framework. Brenbeal staffs above the minimum required educator-to-child ratios and maintains a strong commitment to community connection, partnering with Footscray City College students, the Braybrook Men's Shed, Footscray Hospital, local businesses and Doutta Galla Aged Care Footscray on projects that embed children in the life of the suburb. Sparkways Early Learning Footscray opened in 2022 within the purpose-built Billy Button Children's Centre at 10A Hyde Street, located next to Footscray City Primary School. The service is operated by TRY Australia Children's Services, trading as Sparkways, an organisation with roots stretching back to 1883 when it was founded as the Try Society. Today Sparkways operates long day care centres across Melbourne's inner west and growth corridors, with a mission to empower children to thrive regardless of background. Alongside long day care, the centre provides integrated government-funded three and four-year-old kindergarten, and co-locates Maternal and Child Health services on site, a significant community infrastructure advantage for families with young children.

The educational philosophy at Sparkways Footscray is grounded in trauma-informed practice, curiosity, problem-solving and a socio-cultural approach to learning. Programs are play-based and draw on the Early Years Learning Framework, with intentional curriculum planning built around individual children's interests and developmental stages. The centre employs qualified Early Childhood Teachers across all rooms, staffs above minimum educator-to-child ratios, and uses Storypark to keep families connected to their child's learning in real time. All meals are freshly prepared on site by a resident chef, and inclusions cover nappies, sunscreen, linen and excursions.

The facility itself is a standout for Footscray. Sparkways is second on the date of its rating: its March 2025 Exceeding result is 15 months behind Brenbeal's and 22 months ahead of Saltwater's, and at the same level a gap of more than a year settles each pair. It is the largest of the three at 127 places, with casual places showing every weekday, and the dearest up to 35 months at $165.60. Saltwater Child Care Centre is a not-for-profit on Nicholson Street, approved for 47 places and open 7:30am to 6:00pm on weekdays. Its own site describes three rooms: Star Room for six months to two years, Sunshine for two to three, and Rainbow for three to five, where a funded 3- and 4-year-old kindergarten program runs for 25 hours a week inside long day care.

Its May 2023 assessment rated all seven quality areas Exceeding, as the January 2018 one did overall. The regulator visited in August 2026, and there are no conditions on the approval. Families register through a waitlist application lodged directly with the centre; no fee or interview is mentioned.

Starting Blocks publishes no fee for Saltwater. Its own fees page gives $159 a day, including breakfast, lunch and afternoon tea. The centre opens about 49 weeks of the year and closes over the December and January period, when no fees are charged.

Saltwater takes third on its rating. It is one of three Exceeding services in Footscray, and its May 2023 result is the oldest of them, 22 months behind Sparkways', so it sits below both; every other centre in the suburb holds Meeting or is not yet rated. Its fee comes from its own page because the register publishes none, and it decided nothing here. Plan for the summer closure, and note the youngest room starts at six months rather than six weeks.
