All 7 quality areas: Exceeding

Regulatory detail and operational conditions

Exceeding NQS issued October 2025, in all seven quality areas. Its second consecutive Exceeding result — the September 2022 assessment returned the same. Exceeding is the highest rating available through standard assessment; Excellent is a separate designation awarded only on application to ACECQA and held by fewer than 1% of services.

Regulatory visit April 2026: Last visited by the regulatory authority in April 2026, the most recent visit of the three ranked here. The ACECQA register records no conditions on the service approval and no enforcement action in the past two years. Operated by a not-for-profit incorporated association (provider approval PR-40000317), approved to run this service since January 2012. Source: ACECQA national register, retrieved 20 August 2026.

Hawthorn Early Years operates from Glenferrie Road with 155 approved places, the largest of the four long day care services in the locality. It has held its service approval since January 2012 and runs 7:30am to 6:00pm on weekdays. It is run by a not-for-profit incorporated association rather than by a company.

Its educational approach is grounded in the Early Years Learning Framework, with child-led, play-based inquiry and an outdoor program that uses the site's grounds as a teaching space rather than a break from one.

The October 2025 assessment returned Exceeding in all seven quality areas, repeating the September 2022 result. Two consecutive assessments at that level, three years apart, is a different kind of evidence from a single strong year.

The register publishes no daily rate and no inclusions list for this service — a complete fee record whose only populated field is a link to the centre's own fees page. Nothing can be said here about what a day costs or what it covers without asking the centre. Its parent-review record on Google stands at 3.3 from 13 reviews, captured 1 August 2026 — the smallest review base of the three ranked here.

What parents say

We've had a great experience with HEY. The staff are caring and professional, and the environment is safe, fun and welcoming. The grounds are also very beautiful. My daughter loved attending every day - it's by far the best daycare we have attended.Sheridan M.
Since a change in management a few years ago, we've noticed a decline in the overall quality. The kinder program often felt disorganised and lacked the consistency and structure we were hoping for.Parent review
Our take

Hawthorn Early Years comes first on the regulatory evidence and it is not close. All seven quality areas above the standard, confirmed twice, most recently in October 2025 — the freshest assessment of the four services in the locality — and the most recent regulatory visit, April 2026. It also carries nothing on its approval record, which is worth saying plainly because the centre ranked below it carries six conditions. Two things to weigh against that. It publishes no fee at all, so the one comparison every family makes cannot be made here from public data; you will have to ring, and you should do that before you tour. And its Google rating is 3.3 from 13 reviews, the lowest and the thinnest of the three — 13 reviews is a small base to read anything into, which is the reason the figure is given rather than interpreted.

Best for: Families who want the strongest and most recent regulatory result in the locality, in the largest centre here, and who are willing to ring for a fee before they can compare it on price.

West Hawthorn Early Childhood Centre

Exceeding NQS · July 2024

All 7 quality areas: Exceeding

Regulatory detail and operational conditions

Exceeding NQS issued July 2024, in all seven quality areas, repeating the October 2019 result. Two consecutive assessments at that level, though the current one is fifteen months older than the centre ranked above it.

Regulatory visit January 2026: Last visited by the regulatory authority in January 2026, with no enforcement action recorded in the past two years. Six conditions sit on the service approval — set out in full in our take below, because they are not routine. West Hawthorn Early Childhood Centre is a not-for-profit run by an incorporated association from Church Street, with 40 approved places. It is the smallest of the four long day care services in the locality and roughly a quarter the size of the centre ranked above it.

It operates 7:30am to 6:00pm on weekdays. The register publishes ordinary hours only; the centre's own material describes a shutdown of about two weeks over Christmas, which the register does not record either way.

The July 2024 assessment returned Exceeding across all seven quality areas, as the October 2019 assessment did before it. Fees are $196.00 a day flat from birth to preschool age, covering eight items including all meals, nappies, education programs and excursions.

No Google review record was found for this service in the 1 August 2026 harvest. That harvest covered centres already ranked on this site, and this one was not, so the absence reflects our coverage rather than the centre's standing.

Our take

West Hawthorn matches the centre above it on the assessment itself — every one of the seven areas rated above the standard, twice over — and loses first place on recency, July 2024 against October 2025. Three practical things separate it, and none is a footnote. It holds 40 approved places against 155, which changes the odds of getting in and the feel of the place in opposite directions. It closes for roughly two weeks over Christmas, which for a family with no leave left is not a detail. And six conditions sit on its service approval: the provider must follow environmental advice prepared by a named consultant and inspect the outdoor space in line with it before children go outside each day, and a waiver of regulation 108(2) — the outdoor space requirement — applies while planned renovation works are undertaken. The waiver is tied to those works and is not permanent, and further conditions require safe access to outdoor space during the renovation and notification to the regulator within fourteen days once the waiver is no longer needed. Set against that, the centre ranked first carries no conditions at all. None of this is an enforcement action and none of it is a quality finding — but if you tour here in the next few months you will be looking at an outdoor space mid-works, and you should ask what stage it is at and what the environmental advice requires.

Best for: Families who want a small, community-run centre with every quality area above the standard, and who can work around a forty-place service, a Christmas shutdown and an outdoor space currently under renovation.

Meeting NQS · March 2024★ Google 3.6/5 · 19 reviews

Google reviews, captured 1 August 2026

All 7 quality areas: Meeting

Regulatory detail and operational conditions

Meeting NQS issued March 2024, across all seven quality areas — none above the standard. The April 2019 assessment also returned Meeting. This is the only one of the three ranked here not rated above the standard in any area.

Regulatory visit August 2025: Last visited by the regulatory authority in August 2025, the oldest of the three, with no enforcement action in the past two years. Two conditions sit on the approval, both categorical rather than incident-driven: objects must not be placed where a child could climb over barriers or fences, and outdoor play equipment must be maintained and placed to meet Australian Playground Standard AS 4685:2014 with regard to falling space, impact areas and free space. The register also records a requirement to comply with an Operational Soil Management Plan during site operation. Operated by the Only About Children group (provider approval PR-00004699), approved to run this service since May 2018. Source: ACECQA national register, retrieved headed 20 August 2026.

Only About Children Hawthorn sits on Barkers Road with 109 approved places, operated by the Only About Children group, which has run the service since May 2018. It opens 7:15am to 6:15pm, the longest weekday span of the three ranked here by half an hour at each end.

The published fee is $190.00 a day to 35 months and $185.00 from 36 months to preschool age, covering eight items including all meals, nappies, education programs and excursions. It is the only one of the three whose rate changes with a child's age.

Its March 2024 assessment returned Meeting in every quality area, as the April 2019 assessment did. It ranks third here because both centres above it are rated above the national standard in all seven areas and this one is not above it in any.

Its Google rating stands at 3.6 from 19 reviews, captured 1 August 2026 — the largest review base of the three ranked here, though 19 is still a small number.

Our take

Only About Children is third on the rating and the gap is the whole reason for the order: Meeting in all seven areas, against two centres above the standard in all seven. That is a real difference in assessed quality and it is the criterion this site leads with. What it offers instead is practical. The day is the longest of the three, 7:15am to 6:15pm, which matters if your commute does. The fee is published, itemised and drops by $5.00 a day once a child turns three, and at $190.00 it undercuts the Exceeding-rated centre ranked above it by $6.00. Its two conditions are the ordinary categorical kind about playground standards and barrier climbing, plus a soil management plan for the site; they are worth asking about but they describe design requirements rather than findings against the service. If assessed quality is what you are buying, the two above are better. If hours and a known, published price are what you need, this is the one you can plan around today.

Best for: Families who want the longest day of the three, a mid-size campus operated by a national group, and a published fee that drops once a child turns three.

About childcare in Hawthorn

Hawthorn is an established inner-eastern suburb about six kilometres from the Melbourne CBD, inside the City of Boroondara. Leafy streets, Swinburne University and the Glenferrie Road shops draw a mix of young professionals, growing families and long-settled households.

Four long day care services operate in the locality — a small field for an inner suburb — and two of them hold Exceeding NQS in all seven quality areas. That is the unusual fact about childcare here: the top of the market is genuinely strong, and it is only two centres deep.

Every centre below was checked against Starting Blocks and the ACECQA national register on 20 August 2026: rating and its date, all seven quality-area results, approved places, opening hours, conditions on approval and enforcement history. Where the register publishes no fee, this page says so rather than substituting a figure from somewhere else.

Hawthorn sits in the City of Boroondara, about six kilometres east of the Melbourne CBD. Four long day care services operate in the locality and two of them hold Exceeding NQS in all seven quality areas — an unusually strong top of market for a field this small.

A four-service market, not a wide one

The live register enumeration for Hawthorn 3122 on 20 August 2026 returned four long day care services, three standalone kindergartens and six outside-school-hours services. Only the four long day care services are comparable for a family needing full-day care, and this page ranks three of them. An earlier version of this page referred to six licensed centres in the suburb; that figure did not correspond to the enumeration and has been removed.

Fees

Two of the three ranked centres publish a daily rate. West Hawthorn charges $196.00, flat across every band it publishes. Only About Children charges $190.00 for children under three, dropping to $185.00 once they turn three. Both list eight inclusions covering all meals, nappies, education programs and excursions. Hawthorn Early Years publishes no rate at all — the register carries a link to its own fees page in place of a figure — so no average is given for this page and no fee comparison including it can be made from public data.

Conditions on approval are not all the same thing

All three ranked centres have zero enforcement actions in the past two years. Conditions on approval are a separate matter and they vary widely. Hawthorn Early Years carries none. Only About Children carries two categorical ones about playground standards and barrier climbing, plus a soil management plan. West Hawthorn carries six, including a waiver of regulation 108(2) while renovation works are undertaken and a requirement to inspect the outdoor space before children access it each day. Ask about the last of these on a tour.

It holds Exceeding NQS in all seven quality areas, confirmed in October 2025 and repeating its September 2022 result, and it carries no conditions on its service approval. It is also the largest service in the locality at 155 approved places. The caveat is that it publishes no daily rate on Starting Blocks, so you will need to ring the centre for a fee before you can compare it on price.

How much does childcare cost in Hawthorn?

West Hawthorn Early Childhood Centre charges $196.00 per full day, flat from birth to preschool age. Only About Children Hawthorn charges $190.00 to 35 months and $185.00 from 36 months to preschool age. Both include all meals, nappies, education programs and excursions. Hawthorn Early Years publishes no daily rate on Starting Blocks — ask the centre what a full day costs and what it covers. Most families are eligible for the Child Care Subsidy, worth up to 90% of the fee depending on household income and recognised activity.

Which centres in Hawthorn hold an Exceeding NQS rating?

Two of the four long day care services in the locality: Hawthorn Early Years, assessed October 2025, and West Hawthorn Early Childhood Centre, assessed July 2024. Both are above the national standard in all seven quality areas. Exceeding is the highest rating achievable through standard assessment — Excellent is a separate designation awarded only on application to ACECQA and held by fewer than 1% of services nationally.

Why is West Hawthorn ranked second when it also holds Exceeding in all seven areas?

On recency. Hawthorn Early Years was assessed in October 2025 and West Hawthorn in July 2024, fifteen months earlier, and Hawthorn Early Years also had the more recent regulatory visit. Two other differences are worth knowing before you choose between them: West Hawthorn holds 40 approved places against 155, and its approval carries six conditions, including an outdoor space waiver while renovation works proceed. Hawthorn Early Years carries none.

What does the regulation 108(2) waiver at West Hawthorn mean?

Regulation 108 sets the outdoor space requirement for an education and care service. The register records a waiver of regulation 108(2) that applies while planned renovation works are undertaken — it is tied to those works and is not permanent. Related conditions require the provider to ensure children have safe access to outdoor space during the renovation, to make educators aware of the risk assessment, and to notify the regulator within fourteen days if the waiver is no longer required. A separate condition requires the outdoor space to be inspected in line with environmental advice before children access it each day. None of this is an enforcement action; ask the centre what stage the works have reached.

Do these centres offer funded kindergarten?

All three ranked centres indicate a funded kindergarten program within long day care hours. Victoria's Free Kinder program funds kindergarten hours for eligible three and four-year-olds. Confirm the current program and days directly with each centre, as availability changes year to year.
