Fawkner Park Children's Centre has operated under one approval at 65 Toorak Road West since January 2012, when the national framework started. A committee of parents runs it as a not-for-profit co-operative and is itself the approved provider. The register gives 79 approved places, from two rooms taking six months to 30 months up to a 28-place pre-prep room for three, four and five-year-olds.

February 2024's assessment matched July 2019's, Exceeding across every quality area, and its record carries neither conditions nor enforcement actions. The program follows an intention-led emergent curriculum. Children go on regular nature walks and have a weekly music session with a visiting teacher, older groups add the Active8 movement program and Kickstart Soccer, and small groups learn Mandarin or Japanese. A qualified cook prepares meals on site.

Getting a place takes planning. The waiting list gives first priority to families who live and work in the City of Melbourne's South Yarra precinct, siblings come ahead of the general list, and the centre itself calls waiting times unknown. Offers usually go out late in the year for a mid-January start. Every family must hold co-op membership, at $10 a parent, and is expected to attend meetings and support fundraising and events.

Each day costs $212.00 regardless of a child's age, 5.47% more than in October 2025, and the seven inclusions take in meals, the program and outings but not nappies, which families bring from home. Joining involves a $2,000 bond and a $53.30 non-refundable waiting-list fee. Hours are 7:30am to 6:00pm, with about two weeks' closure from the end of the year to mid January, and only permanent places showed during our check, with nothing casual.

Fawkner Park ranks first because it is rated Exceeding and Guardian is rated Meeting, a difference our method settles on level before anything else is weighed. It is also cheaper, $14.83 a day below Guardian for under-threes and $13.60 below from 36 months, and includes outings. The catch is access: precinct priority, co-op duties, a $2,000 bond, places from six months and no casual bookings. Its 3.9 from 16 Google reviews trails Guardian's record.

Guardian Early Learning, operator of 178 services, has run this first-floor centre at 670 Chapel Street under an approval dated March 2016. Holding 157 approved places, it runs at roughly twice Fawkner Park's size. Its page describes a rooftop garden that has a water pump, creek bed and climbing structures, plus indoor spaces it calls a Wellness Centre, used for daily yoga, and an Invention Centre.

Its July 2023 and January 2018 assessments both returned Meeting overall and in every area, none rising above the standard. A single condition attaches to the approval, requiring staff and volunteers to follow a written procedure that secures children's outdoor time in its River Garden. The service has no enforcement actions, and regulators were last on site in May 2026.

Guardian provides kinder through Flying Start to School over two years, which the centre describes as government-funded and runs during the care day. The To BE Me learning program spans each age group, and the centre names cooking, Ella language, Joy of Reading and sustainability among its programs. Families can request a tour or send an enquiry, and the centre publishes no priority or residency rule for enrolment.

Guardian charges $226.83 daily until 35 months, covering breakfast through afternoon tea plus nappies, and $225.60 from 36 months, when nappies drop away and five items remain. That is 4.20% above its April 2025 under-ones rate of $217.69, and excursions do not feature on Starting Blocks. Hours run 7:00am to 6:30pm, with both booking types free each weekday. Guardian is second on rating level alone: Meeting in every area against Fawkner Park's Exceeding in every area. Most practical points run its way: an extra hour each day, casual places, twice the capacity, no membership or bond, nappies for under-threes, and a stronger 4.7 from 59 Google reviews. The trade is a higher fee ($226.83 under three, $225.60 for older children) and an older rating.
